Program Overview Paradigm's RP 1162 Collaborative Program was developed to meet the needs of multiple pipeline operators' baseline program requirements. Collaborative programs have been widely accepted by both the industry as well as stakeholder audiences. As a comprehensive solution, Paradigm's collaborative program addresses each element of RP 1162 for operators large and small. Paradigm began implementing collaborative public awareness programs in 2003 for eight pipeline companies in the state of Texas. In 2005, that number grew to 32 pipeline companies in 5 states. In 2010, the program included over 100 pipeline companies in 44 states. This program has become the largest distribution of pipeline safety materials in the industry. Pipeline operators are able to customize their stakeholder audience identification requirements according to their public awareness plans. Affected Public (residents and general businesses) buffer parameters vary from 1/8 of a mile to 10 miles depending on individual operators' specifications. Excavators, Emergency Officials, Schools and Farmers are also identified in the program based on the individual operators' needs. In 2010, 120 companies participated in the program communicating to approximately 4.2 million stakeholders. The communication pieces have been designed to effectively communicate to the stakeholder audience groups outlined in RP 1162. In 2008 and 2009, marginal stakeholder feedback led to a complete overhaul of the communication vehicle. Focus group testing has helped shape the specifications, construction, layout and design to communicate key safety messages and promote stakeholder feedback. In 2010, stakeholder responses increased from 7,500 to over 40,000 with similar distribution totals. Taking the collaborative program to a new level of customization and effectiveness, Paradigm's 2011 program will involve the most sophisticated variable imaging solution the industry has seen. By utilizing the pipeline operators' centerline data and products transported, the piece will communicate specific company information, the products transported, hazards of those products, One-Call information and state Regulatory Agency information tailored to each stakeholder identified in the program. Effectiveness Measurement for Paradigm's RP 1162 Collaborative Program begins with the pre-test focus group study to understand stakeholders' reactions to the campaign. Lessons learned from these studies are applied in the design and implementation of the program for pipeline operators' continuous improvement requirements. Surveys are collected from stakeholders via business reply card, the internet and telephone, in order to comply with measures one, two and three of RP 1162.
